Ohio’s Blue Envelope Program
Recently, Ohio launched the Blue Envelope Program. This communication tool assists drivers with developmental disabilities during interactions with law enforcement or emergency personnel. The program is free, voluntary, simple to use and can be accessed through your County Developmental Disabilities Board. Find out how you can participate.
What is the Blue Envelope Program?
The Blue Envelope Program is a free, voluntary initiative that helps individuals with conditions such as Autism, anxiety, or other developmental disabilities communicate during high-stress situations like traffic stops, accidents, or emergency calls.
By using the materials in the Blue Envelope packet, drivers can alert police officers, firefighters, and EMS personnel that they may need specific accommodations or additional time to respond to instructions.
What’s Included in the Packet?
Each free packet provided by Portage DD includes:
Blue Envelope: A central place to store your driver’s license, vehicle registration, and insurance card. The outside of the envelope contains instructions for both the driver and the officer to ensure a calm interaction.
Car Decal: A small sticker for your vehicle's window to discreetly notify first responders that someone in the car has a disability and to look for the Blue Envelope.
Wallet Card: A portable version of the program information to keep on your person for emergencies outside of your vehicle.
Program Brochure: A guide explaining how to use each item in the packet.
How Does It Work?
Ohio’s Blue Envelope Program works as a communication tool to assist drivers with developmental disabilities during interactions with police, firefighters, EMS and other emergency situations. This program is especially helpful for individuals with Autism, anxiety or other conditions that might require accommodations or awareness during a law enforcement interaction.
Individuals can request a free Blue Envelope packet from PORTAGE DD that contains:
Blue Envelope – To keep important documents needed for traffic stops together in one place
Car Decal – To signal to law enforcement or first responders that someone in vehicle has a disability and to look for the Blue Envelope with additional information
Wallet Card – To carry with you to help provide information quickly to others in emergencies
Program Brochure – To explain how to use items in the packet
How to Get Your Blue Envelope Packet
Portage County residents can request a free Blue Envelope packet directly through the Portage County Board of DD.
